Toronto operates four Class 4 water treatment plants:

R.C. Harris Water Treatment Plant
R.L. Clark Water Treatment Plant
F.J. Horgan Water Treatment Plant
Island Water Treatment Plant

Water goes through coagulation, flocculation, sedimentation, filtration, disinfection (chlorine/chloramine), pH adjustment, and corrosion control before entering the distribution system. The system also supplies southern York Region.

Distribution network: Approximately 5,574 km of local water mains and 544 km of trunk mains. Some infrastructure is over 100 years old.

Lead Service Lines & Older Plumbing in Toronto

Water produced at Toronto’s treatment plants contains no lead. However, lead can enter drinking water through:

Lead service pipes in homes built before the mid-1950s
Pre-1990 lead solder used on copper pipes
Older brass fixtures and faucets

City of Toronto Lead Program The City offers free replacement of the city-owned portion of lead service lines when homeowners replace their private-side portion (typical homeowner cost $1,500–$3,500). Thousands of homes in Toronto still have or are in the process of replacing lead lines.

Lead levels at the tap can vary depending on home age, plumbing condition, water use, and stagnation time. Free testing kits are available through 311 or Toronto Water.
